Senior Leadership

RogerHockenberry_CircleHeadshotRoger Hockenberry is CEO, co-founder and partner of Cognitio. He is a proven technologist and business executive with over twenty years of experience working with all aspects of IT to assist enterprises in better utilizing technology to create, deploy and operate unique and innovative solutions and provide mission and competitive advantage. He is the former CTO for the National Clandestine Service of the Central Intelligence Agency where he helped shape mission capabilities across a broad spectrum of activities. Prior to this, Mr. Hockenberry served with the CIO to help create and realize the community cloud capabilities, future desktop and field architecture, large data initiatives and served as Chief of Cyber Defense.
DavidHighnote_CircleHeadshotDavid Highnote is a co-founder and partner of Cognitio. He has a strong grasp of both technology and business and brings the unique perspective of a marketing and communications professional to the senior team at Cognitio, helping clients focus on bringing the right message to the right audience at the right time. David’s experience leading research, creating targeted content, and crafting messages to influence disparate constituencies provides a critical filter to every client engagement. He is known for accelerating speed-to-mission of capabilities by bridging the divide between sectors—providing insight into the most capable technologies (from ubiquitous to stealth-mode) and providing context to business leaders. He provides market and mission context, strategic counsel, critical evaluation, and bandwidth to teams building roadmaps for future-state vision.
Chuck Hall is Cognitio’s Chief Operating Officer, and is known as an innovative information technology executive with awards for solving problems, leading teams, managing projects, and providing clear vision and direction. He brings over 35 years of experience in Information Technology for the commercial realm to Cognitio. His industry experience, which includes finance, insurance, health care, manufacturing, software development, retail, logistics, and product delivery, creates a unique perspective within the IT world.
Chuck has extensive experience in the finance and insurance industries through his work as VP of IT and VP of IS, equivalent roles to CTO and CIO, with Wells Fargo and Marsh & McLennan, as well as extensive experience leading development of technology products. He learned much about the healthcare business, including data protection and compliance with regulations, as Senior Director for Enterprise Technologies at The Advisory Board, which provides guidance and products for the health care industry.
Dan Cybulski is recognized as a proven technologist, leader, and decision maker. As the CTO at Cognitio Dan leads all aspects of both the organizations internal IT and cyber security posture, as well as the technical aspects of all customer engagements. At Cognitio Dan helps clients assess and improve their cyber security posture, including leading engineering and remediation efforts, and designing and building secure cloud architectures. Prior to joining Cognitio, Dan spent over 10 years supporting the High Performance Computing (HPC) mission at the CIA, including serving as both an engineering lead and chief architect. In this capacity, Dan developed broad-based experience and hands-on technical skills supporting every aspect of this unique HPC infrastructure.
Dan’s experience includes building, deploying, securing, and supporting operational technical infrastructure including complex heterogeneous High-Performance Computing grid systems, high performance networks, and multi-petabyte storage subsystems. This includes leading the Agency’s first network-level security accreditation. Finally, Dan is recognized for his broad understanding of computing hardware and software including the evaluation of leading edge technology against known and anticipated requirements.
