Founded over 12 years ago, Cognitio is built on a simple conviction: the ordinary approach isn't good enough for the mission. We think differently about technology, and it shows in what gets fielded.

Cognitio — Latin: knowledge gained through inquiry and examination. The name is the method.

Most of what the federal mission needs already exists somewhere in the commercial world — the hard part is finding it, shaping it, and getting it fielded where it matters. That's the work Cognitio was built for.

We sit at the intersection of emerging technology and mission need. Each year we engage with more than a hundred technology companies, from pre-Series A startups to publicly traded firms, assessing capability against real requirements — not market hype. When the fit is right, we do the engineering to make it operational: data science, artificial intelligence, and security work delivered alongside the people who depend on it.

The result is a practice that moves beyond ordinary consulting — taking mission effectiveness further than checklists and slideware ever could.

With over thirty years in technology, Roger shaped mission capabilities as CTO of the CIA's Directorate of Operations. Before that, he was a Managing Partner at Gartner, leading technology and business solutions for a global client portfolio. Roger's expertise is translating technical capability into operational impact — the thread that runs through everything Cognitio does.

David has spent more than a decade running corporate operations and building proprietary assessment methodologies. He has advised internal audit teams, C-suites, and boards from midsize regional businesses to global corporations. David knows how executives actually make decisions — and what it takes to deliver the data they need to make good ones.

Chuck Hall

Chief Operating Officer

With over thirty years in technology, Chuck has led enterprise platforms, infrastructure, and security initiatives across commercial and federal environments — including CTO at Wells Fargo, VP of IT at Marsh & McLennan, and Senior Director at Advisory Board. For more than a decade at Cognitio, he has built the teams and delivered the outcomes — known for attention to detail and for making sure every voice in the room is heard.
